消息人士称,特朗普早在11月初,也就是大选结束后不久,便向中方发出了邀请。目前尚不清楚中方是否接受了邀请,截至目前,中国驻美大使馆也没有立即发表评论。

就目前来看,这轮邀请极为特殊。因为除了中方之外,特朗普还邀请了多位外国领导人,包括匈牙利总理欧尔班。欧尔班与特朗普的关系融洽是众所周知的,就在本周他还去了一趟海湖庄园拜访了特朗普,他目前“仍在考虑”是否出席。

即使欧尔班是特朗普的“铁杆盟友”,他都在犹豫要不要接受这份特殊的邀请——因为从1874年至今可以查询的记录来看,在此之前从未有任何一名外国领导人出席过美国总统的宣誓就职仪式。

特朗普的“起手式”着实令人感到意外,也预示着过去4年中美高层往来的范式,在特朗普2.0时代可能将面临重大的转变。

拜登上台这4年,中美关系虽然相较于2018、2019年贸易战最激烈的时候有所缓和,但仍然处于跌宕起伏的状态,没有真正实现稳下来、好起来。中间还发生了比如佩洛西窜台(2022年8月)、“气球事件”(2023年2月)这样的重大外交事件。

以此为起点,中美元首会晤逐渐形成了固定的范式,线下形式的会晤每年一次,借用两国元首都参加多边领导人峰会的机会举行。而每次会晤前,两国的外交团队要提前进行大量的接触,为最高级别的会晤做好充分的准备。

2023年6月,美国国务卿布林肯访华,标志着“气球事件”的翻篇。随后三个月内,美国财长耶伦、商务部长雷蒙多先后访华。10月,中国外长王毅访问美国,并见到了拜登。一切准备就绪后,11月,中方领导人抵达美国旧金山参加亚太经合组织领导人峰会,并与拜登举行了会晤。

特朗普的就职典礼将于明年1月20日举行,距离现在也就剩1个月的时间了。
