继重庆市民反映更换燃气表燃气费异常上涨问题后,四川成都多个区县的居民也反映了类似问题。

极目新闻记者采访获悉,有市民称家中两个月无人居住,却产生了500多立方米的燃气消耗;也有市民称更换新的燃气表后,和往年同比燃气费用翻倍增长;另外还有居民称自家未更换燃气表,但和往年比较,费用也有所上涨。在问政平台,关于燃气问题的投诉涉及成都多个区县。

4月17日,成都市经济和信息化局工作人员告诉极目新闻记者,关于市民反映的燃气相关情况,该局以及成都市其他有关部门,都已关注到并行动起来了,目前正按职责划分,深入区县开展调查处置工作。

成都多区网友称燃气费用暴涨

四川成都一网友在社交媒体发文称,自己几乎不做饭,白天工作,只有晚上在家。近半年每两个月抄表的用气量不超过10立方米,燃气费在20元以下。2024年4月的燃气费突然上涨到1700多元,用气量多达700多立方米。

该网友告诉记者,他家房子用的是旧款燃气表,经对比发现,系统读数比燃气表实际读数高出了600多立方米,目前他已自助抄表并拍照上传。

另一名成都网友向记者介绍,自家以往用气量基本维持在每两个月20立方米左右,今年4月则多达109立方米。咨询燃气公司客服得知,此前多为估算的用气量,估算的数据会比较低,后续会上门抄表核算,故4月的读数较高。

多位网友发布的照片视频显示,他们大部分使用的系成都千嘉科技公司的燃气表。天眼查APP显示,该公司为成都燃气集团控股。成都千嘉科技工作人员表示,燃气表使用期限一般不超过10年,气表都是检验合格、符合标准才出厂的,新表的精准度更高,若对燃气费用有异议,需联系燃气公司。

4月17日,成都市锦江区某小区业主告诉极目新闻记者,其家中燃气表近期并未更换,用的是成都千嘉科技股份公司的直读式远传燃气表,并贴有“强检合格”标签。记者咨询成都燃气客服得知,该住户近两年无换表记录,往期每两个月的燃气费均未超过50元,2024年4月的账单为104元。

客服表示,上述情况可能是用户之前的用气量估少了,抄表方式有估收和实收,预估数据不一定准确,后续实收时,会进行多退少补。具体要看实际情况,若觉得读数不对,也可以自助抄表更正。目前燃气的单价较之前上浮了0.16元,用户觉得燃气计费异常,可以向线下服务中心提供材料,工作人员会进行核实。

市民称家中无人居住却产生燃气费

成都市天府新区某别墅区业主李女士告诉极目新闻记者,自己从1月13日至3月9日都在外省,成都的家中一直无人居住,但近两个月的时间,家中仍产生了近1000元的燃气费。

根据李女士的统计,1月4日至2月1日,家中使用燃气332立方米,2月1日至3月4日,使用燃气257立方米,“就算家里的热水器锅炉没关,但没人使用,也不可能产生每天8立方米的耗气量”。

李女士称,她的邻居也遇到了类似问题。其中一位邻居在国外居住三个月后,返回家中发现产生了2000多元的燃气费用;另外一位邻居对比2023年三、四月和2024年三、四月的燃气缴费清单,发现在用气习惯和器具无太大改变的情况下,今年的费用较去年增加了约50%。还有一位邻居在3月未开火做饭的情况下,燃气使用量仍有360立方米。

发现燃气费用异常后,李女士拨打了其区域所属燃气公司的服务电话,燃气公司工作人员已上门检测,她和两位邻居已同意现场拆下燃气表,送至第三方检测机构进行检验。

记者就此事致电李女士所属区域燃气公司客服电话,工作人员表示会有相关人员进行回复。截至发稿,记者暂未获回复。

四川德阳一位网友在问政四川投诉了类似问题。其表示,“三、四月份,家里面基本没人居住,气费不仅没有变少,比去年同期的用气量还增多了。”德阳市12345政务服务便民热线回复称,已转相关单位核实。

另有郫都区网友在问政平台留言称:“2月份过年,十几天人都不在家,没用天然气,反而觉得费用还比往年高出好多。”对此,郫都区能源保障服务中心回复称,中心工作人员已电话(当面)与网友沟通解决住所的燃气问题。

郫都区已就燃气费问题展开调查

在问政平台“问政四川”上,有成都郫都区网友投诉称,家中燃气表换新后,燃气费用异常。该用户表示,“没换新表之前,家里每月用气30方以下,换新表后月均读数60至80方,家庭人员以及燃气使用情况没有增加,用气设施没有增加。”

4月16日,郫都区能源保障中心回复该市民称,根据《中华人民共和国国家计量检定规程》要求,以天然气为介质的燃气表使用期限一般不超过10年。为保护用户用气安全,结合《城镇燃气管理条例》及规程的具体要求,对使用年限满10年的燃气表,应及时更换。燃气公司初装的燃气表均经过国家授权的计量检定机构强制检定,经检定合格后在气表上粘贴检定合格标识方可投入使用。回复中还称,后续将为其安排检测气表。

郫都区另外一位市民也投诉了类似问题。其称2023年更换燃气表之后,燃气使用量大增。据其查询,2022年全年燃气使用量为287立方米。2023年换新表后,全年用气量为445立方米。到了2024年,仅仅1至4月的用气量就高达595立方米。对于该投诉,郫都区网络理政办4月16日回复,已责令责任单位开展调查和处理。

4月17日,记者致电郫都区能源保障中心,工作人员介绍,燃气费用上涨可能和燃气单价上浮有关,目前单价较之前上浮了0.16元。另外,新表计量精准度更高,但费用不会成倍增长,如果有成倍增长的情况,建议和燃气公司联系,由工作人员检查用气情况。

该中心工作人员表示,经走访了解,一般情况下市民的用气量相差不会很大,出现成倍增长的是个例或特殊情况,比如没有及时上账,几个月费用堆积等。

关于市民投诉称可能是燃气表或是燃气公司的问题。该中心工作人员解释,目前该区域内已抽检的燃气表,都是正常的,而且还在继续抽检。关于燃气公司的相关情况,目前燃气价格是没有问题的,其他的也在进一步调查了解,同时还在寻求业内专家和专业人士的帮助。

成都多部门介入调查

据记者不完全统计,在“问政四川”平台,关于燃气费用异常的投诉,涉及成都多个区县,以及四川乐山、眉山、内江、德阳等多地区县。目前已有的官方回复,多为“转交给相关部门进行处理”。

据郫都区能源保障中心工作人员介绍,目前掌握的情况,新表和旧表对比,费用确实要高一些,“一般情况下,除了人为失误外,还没发现存在通过技术手段掌控燃气计量计价的特殊手段。”

成都市市场监督管理局工作人员表示,该局负责统一管理计量工作,针对网友称燃气表走字过快的问题,该局已开展相关调查工作。

4月17日,成都市经济和信息化局工作人员告诉极目新闻记者,已关注到市民反映的有关燃气的相关情况,12345热线反映的情况等都已关注到,16日该局已成立多个专班,连夜组织核实。同时,也在督促燃气公司做好燃气方面的服务和管理工作,并实事求是回复市民诉求,“把民生问题做好”。

“民生无小事,成都一直是开放包容的城市,也一直很注重市民的诉求。”该工作人员表示,该局以及成都市其他有关部门,都已关注到并行动起来了,目前正按职责划分,深入区县,开展调查处置工作。
