4月1日，深交所向永安林业发出关注函，要求详细说明公司决定停止生物质能循环利用项目投资建设的决策过程、决策依据和决策时间，公司是否及时履行了信披义务并向投资者充分提示风险；本次停止生物质能循环利用项目投资建设对公司定期报告带来的影响，是否会引发违约责任，是否将导致2023年净利润出现较大变动等。
4月9日晚，永安林业回复关注函称，项目投资复核评估揭示的公司生物质能循环利用项目存在的问题和潜在风险主要包括两方面，一是根据前期签订的《运营管理服务协议》， 公司生物质能循环利用项目的原材料收集采购、生产经营和产品销售，均由设备供应方负责，存在对单一供应商重大依赖的风险。二是公司自有资金不足，且受金融机构收紧项目长期贷款融资支持以及公司终止再融资的影响，缺少长期配套融资方案，存在无法支持项目后续大额投资建设的风险。
永安林业还提到，本次停止生物质能循环利用项目投资建设将对公司定期报告产生一定影响。一是停止项目建设使项目投资形成的资产触及减值迹象，可能计提一定的减值金额，从而影响定期报告；二是项目后续转让如出现转让价格低于项目的账面价值，可能会对转让当期定期报告产生影响。同时，本次停止生物质能循环利用项目投资建设可能会引发项目合同相对方对公司追究违约责任。
