两年过去,“一些高校不再引进东南亚博士”“东南亚博士学历评职称不认”各种说法流传。在东南亚读博的中国留学生开始面临回国学历不被承认的焦虑。

日前,对于上述说法,红星新闻记者联系了多所高校人事处,得到回应称,招聘不会排斥东南亚博士。一些东南亚在读博士也表示,不会把学历当做进入高校的敲门砖。
21世纪教育研究院院长熊丙奇认为,此前不少高校对教师的招聘、管理、晋升都提出了要有海外博士学历的要求,要提高博士教师的比例,甚至有的高校组织教师到海外读博。实际上都在追求功利性目标,造成近年来“水博”被质疑的情况。现在一些学校开始调整用人思路,从重视教师学历向重视教师能力转变。这个过程不是不要教师学历,而会评价教师学历是怎么获得的,加强对教师学历的把关。这也给“混学历”和没有真正付出的博士生提了醒。
东南亚博士学历已不被认可?
多所高校回应:不会介意东南亚高校
2022年7月,湖南邵阳学院发布的一则公示引发热议。公示显示,23名博士2019年8月到2021年在菲律宾亚当森大学完成博士学历,所学专业均为哲学(教育学)。除一位音乐舞蹈学院的副教授备注为“校外引进”外,其余22名博士之前为该校工作人员,职称包括讲师、副教授、高级实验师等,备注均为“毕业返校”。除校外引进的博士,其余22人均可获得84.4万元的引进待遇。
菲律宾的高等教育在国际上并不出众,亚当森大学也非名校,23名教师“组团”用两年四个月去这所大学读取博士学历后,被邵阳学院作为人才引进,费用高达1800万元。

2022年7月24日,湖南省教育厅发布通告表示,邵阳学院没有结合学院发展实际科学制订师资队伍建设规划,在博士人才引进等方面存在不当做法。学院在此过程中论证不充分、决策不科学、工作不严谨。省教育厅已责成邵阳学院纠正不当做法。
此后,网络开始流传出“一些高校不再引进东南亚博士”“东南亚博士学历评职称不认”的说法。
一名马来西亚的在读博士告诉红星新闻记者,近两年,即便是身边毕业于马来西亚QS排名200名左右学校的博士,回国就业时也得不到国内高校的认可。“有一些学校一看我们是马来西亚博士就说不考虑了。”
这名在读的博士提供的一张截图显示,江苏某省属师范类院校招聘时明确“博士,40周岁及以下,不太考虑东南亚、日韩等国”。另一张截图显示,某高校的通知称“自即日起,原则上不引进东南亚、韩国等大学毕业的学科竞争力不强、发展潜力不足的博士,对于当前已在职攻读东南亚、韩国等大学博士的教师,在取得教育部认证博士学位后,经学校审批同意予以备案,回校不享受安家费、科研启动费及校聘副教授绩效等相关待遇。”
但上述两张截图没有明确出处。记者根据这名博士和网友提供的线索向相关高校求证,其均表示不会因为博士毕业的学校而有所歧视,具体要根据提交的资料来判断。
红星新闻记者也拨打多所正在招聘博士二本和高职院校人事处电话,工作人员表示不会根据学校来筛选,不会介意东南亚高校,而是根据个人实际情况做决定。
一位北京某知名高校的人事处工作人员回应记者,招聘和评职称都没有排斥东南亚博士,至少现在也没有明文规定。
东南亚在读博士:
不会把学历作为去高校求职敲门砖
一名菲律宾的在读博士表示,之所以来菲律宾读博就是因为欧美博士申请率低,到菲律宾申请率高,而且节省时间成本,在国内读博可能需要五六年还难以毕业。自己不追求去高校求职,因为东南亚博士学历去高校做敲门砖不太现实。

王女士执教于重庆某高校,去年她进入马来西亚精英大学读博士。王女士介绍,身边也有大批中国留学生,其中大部分已经在国内有工作,很多人原本是国内二本或高职的教师。身边同学多数不会把东南亚博士作为求职的敲门砖。尽管有人对东南亚博士含金量提出质疑,但就自己来说,未来晋升、评职称影响不大,可能会在申请科研项目的时候有一些不利影响。她现在了解到,东南亚博士报考的人也不少。
王女士说,东南亚博士是不是“水博”不能一棍子打死,学位只要是国家认可,剩下的就是个人的努力很关键。需要通过高质量文章来证明自己。
教育专家:
高校教师招聘给“混学历”者提了醒
中国教育科学研究院研究员储朝晖表示,对于东南亚博士各个学校有各自相应的判定和依据。有些学校可能招聘过一些东南亚的博士,在用人过程中发现东南亚博士的学术水平达不到学校的要求,不再招聘东南亚博士。如果缺乏过程性的了解,而拒绝招聘东南亚博士,就可能存在“一刀切”情况。

谈到一些年轻人到海外读“水博”回国内高校就业的现象,储朝晖说,根据目前中国到世界各地留学的情况来看,去欧美国家的人数还是远多于去东南亚国家留学的人数的。有一些人选择到东南亚国家去留学,但可能这些东南亚国家把关要求没有欧美国家严格。近些年来,教育部根据一定情况对东南亚国家学历的学位认证进行不断调整,如果国内高校依据教育部学位认证政策调整,而调整招聘标准,则具有一定合理性。
储朝晖表示,对高校来说,引进人才最重要在于其个人学术能力,要尊重学术。学校需要在管理体制、评价机制上做出相应改进,让学校环境更适合做学问和相关专业的发展。
