新京报讯（记者冯琪）3月20日，教育部发布关于做好2024年普通高校招生工作的通知，明确将稳步推进高校考试招生改革。通知中对加强基础学科拔尖创新人才选拔培养做出部署，要求统筹实施强基计划、少年班、英才班、保送生等各类拔尖创新人才选拔培养政策，加强选拔、培养、评价一体化建设。
吉林、黑龙江、安徽、江西、广西、贵州、甘肃等第四批高考综合改革省份新高考将于今年落地，教育部要求精心制定命题、考试和录取工作方案，加强全流程全员模拟演练，做好考生志愿填报指导、投档录取等各环节工作，确保改革平稳落地。
对于已实施高考综合改革的省份，通知提出要进一步总结经验、完善措施，促进新高考、新课程、新教材的协调联动。推进高中学生综合素质档案建设，并加强在强基计划等特殊类型招生中的参考使用。第五批改革省份要提前谋划，积极做好改革落地各项准备工作。在高考综合改革省（区、市）招生的高校，要按有关要求提出招生专业（或专业类）对高中学业水平考试的选考科目要求，并向社会公布。
在深化考试内容改革方面，通知明确，要构建德智体美劳全面考查的内容体系，注重考查学生的必备知识、关键能力和学科素养，引导培养探索性、创新性思维品质。优化试卷结构和试题形式，增强试题的应用性、探究性、开放性。持续加强国家教育考试命题和考务工作队伍建设，强化规范管理，完善保障机制，提升工作水平。
通知也对加强基础学科拔尖创新人才选拔培养做出部署。要求统筹实施强基计划、少年班、英才班、保送生等各类拔尖创新人才选拔培养政策，加强选拔、培养、评价一体化建设。相关高校要进一步优化考核评价办法，注重对学生的“好奇心、探究欲、问题意识、质疑精神、意志品质”等因素考查，着力选拔对基础研究有志向、有兴趣、有天赋的优秀学生。坚持人才培养的核心地位，遵循拔尖创新人才成长规律，完善培养方案，强化资源配置和核心育人要素建设，提高人才自主培养质量。强基计划试点高校要加强本硕博衔接培养工作，更好服务高水平科技自立自强。
通知还要求，全力做好艺术体育类招考改革落地工作。各地要进一步加强艺术类专业省级统考能力建设，完善省级统考科目和内容，实现考试科类全覆盖；精心做好考试组织和招生录取各环节工作，确保有效衔接。少数组织校考的高校要加强校考与省级统考衔接，合理确定校考形式及内容，科学制定招生录取办法，严格选拔标准。高水平运动队招生高校要进一步完善招生录取办法，严格运动员技术等级证书审核查验。
对于职教高考，通知强调，各地要遵循职业教育人才培养规律，加强教考衔接，完善“文化素质+职业技能”的职教高考制度，要紧密服务当地经济社会发展，统筹安排职教高考招生计划，优化招生专业结构，重点向区域经济建设急需、社会民生领域紧缺、技术技能培养要求高和就业质量高的专业倾斜。加强省级统筹，依据中职学校课程教学标准，逐步建立文化素质省级统考制度，因地制宜统筹组织实施职业技能考试，可采取省级统考、多校联考、高校校考等方式，加强相关专业类考点建设。各省级教育行政部门要严格规范高职学校招考工作秩序，严禁学校以各种名义提前招揽生源。
