中方对日恢复免签政策,这和中日两国高层近期的会晤是分不开的。11月中旬的时候,中方最高层在秘鲁利马会见日本首相石破茂,当时,中方就强调,中日两国要深化拓展人文和地方交流,促进两国人民特别是青年一代的相互了解。对此,石破茂也回应道,中日关系“最重要的基础”是两国人民之间的交流。石破茂此言的目的,很明显是想让中方重新对日恢复免签。不过,石破茂也知道,没有光对中方提要求的道理,随后,他自己也作出了一系列承诺:日方坚持日中四个政治文件确立的原则和共识,坚持走和平发展道路,愿本着正视历史、面向未来的精神,同中方开展各层次坦诚对话,增进相互理解和互信。

在此背景下,中日会晤的氛围相对融洽,中方也就对日方恢复了免签。可没想到,在借到中国的东风后,石破茂转身就撕毁了对华承诺。据日媒报道,美国计划在“台湾有事” 时,向日本琉球群岛导弹部队,并设临时军事基地。美方此举就是想增强自己在亚太地区的作战能力,以此来给中国施加更大的安全压力,试图阻止中国完全统一的进程。而日本在这当中,则扮演了个为虎作伥的角色,为美方进一步施压中国创造条件。
