5月3日，上海市房地产行业协会、上海市房地产经纪行业协会联合倡议在本市发起商品住房“以旧换新”活动。首批参加倡议的房地产开发企业20余家、房地产经纪机构近10家，首批参加倡议的项目30余个，主要分布在嘉定、松江、青浦、奉贤、临港等区域。

5月4日下午，澎湃新闻记者发现，部分参加倡议的楼盘已在支付宝“乐居换新购”小程序上线。截至当天15时左右，已在小程序上线的楼盘共有7个，其中位于嘉定的楼盘4个，另外3个分别位于浦东、奉贤和松江。

记者看到，这些楼盘均公布了参与此次“以旧换新”活动的具体方案，点击楼盘名字下方的“换新购专项福利”即可看到。其中，嘉定一个楼盘的活动时间为5月1日-31日，参与房源为已取得预售许可证的高层住宅及叠加别墅。在购房人参与流程上，公布了以下具体操作细则：

1、报名与登记：换房人可在“换新购”活动报名入口报名登记，也可以在项目现场，根据现场工作人员提示完成报名；

2、新房选购与签约：换房人挑选房源，签署订房合同，定金：高层10万元，叠加20万元，由开发商自行收取。如旧房在60天内未售出，换房人可无条件解除协议，无需承担违约责任；

3、旧房挂牌出售：购房人自行选择一家或多家参与活动的中介机构，签订委托出售协议，并在各自房地产网站和中介门店进行优先推广，加快旧房交易；

4、新房出售：中介机构推动旧房交易完成，楼盘和换房人按约定继续购房。旧房未售出的，按约定解除协议，到期项目30个工作日无条件退款。

不过，上述开发商优惠活动力度有限，即五一期间提供10套一批次清盘房源，认购客户送小家电一台。

另一个项目的参与活动时间为5月-7月，参与房源是已取得预售许可证的小高层住宅及叠加别墅，并与中介机构链家进行合作。购房人参与流程与上述项目类似，不过在“新房选购与签约”环节，换房人挑选房源，签署订房合同的定金意向金为20万元，可由购房企业、购房人选择支付宝冻资或开发商自行收取，锁定期为60天。具体优惠为五一期间提供20套特惠房源（赠送车位抵用券最高5万元）。

记者从部分参与楼盘开发商处了解到，由于活动刚推出，目前尚未有购房人签约。

据上海市房地产行业协会、上海市房地产经纪行业协会介绍，本次“以旧换新”活动，主要针对计划出售二手住房并购买新房的购房居民。购房居民先与房地产开发企业达成购买新房的意向，再由房地产经纪机构优先推动其旧房交易，旧房成功出售后按约定完成新房交易。

参加“以旧换新”活动的房地产开发企业承诺，在一定期限内，旧房未成功出售的，购房居民可以无条件“退房退款”；房地产经纪机构承诺，对购房居民的旧房“全城推、优先卖”。活动期间，上海市房地产行业协会倡议房地产开发企业加大优惠力度，为“以旧换新”居民提供相应的优惠；上海市房地产经纪行业协会倡议房地产经纪机构，为“以旧换新”居民提供专属优惠服务。

有业内人士认为，商品住房“以旧换新”活动有利于整合一二手房买卖分散的交易流程，通过开发商、中介机构、房地产平台服务商赋能，打通交易环节，减少堵点、加速流通，推动一二手房买卖实现联动。

上海市房地产行业协会、上海市房地产经纪行业协会表示，本次“以旧换新”活动是在部分房地产开发企业和经纪机构已有举措的基础上，进一步扩大参与范围，增加服务事项，规范服务流程，提高服务效率，希望更多的开发企业、经纪机构参与进来，共同为“以旧换新”居民提供更加优质的服务。
