千年古刹杭州灵隐寺名声在外，一直以来香火旺盛。

可去过灵隐寺的人都知道，想进入灵隐寺除了要购买灵隐寺门票（香花券）之外，还必须购买飞来峰景区的门票，这让很多游客感到非常不解。

4月26日，杭州西湖风景名胜区灵隐管理处对此予以了回复。回复称，需要两次购票的原因首先是因为行政隶属关系。飞来峰景区是西湖风景名胜区的组成部分，飞来峰景区的上级管理单位为杭州西湖风景名胜区管委会，而灵隐寺的上级管理单位为杭州市民宗局。它们是属于两个不同的管理部门。

灵隐管理处在回复中还表示，飞来峰景区约有0.5平方千米，景区内除了灵隐寺，还有韬光寺、永福寺、飞来峰造像等知名景点。近几年，景区一直以来致力于实现“一票制”，已于2009年实现了与永福寺、韬光寺一票制（45元门票）。因灵隐寺游客量较大，与其实现一票制仍需各级、各部门共同协调努力。

回复强调，飞来峰景区中的飞来峰造像，是全国第二批重点文物保护单位，是我国江南地区现存规模最大的石窟造像群，是我国唯一一处大规模集中展现汉式、藏式和汉藏结合造像的石窟，有着极高的历史价值和文化内涵。为更好地保护文物，故景区通过设置45元门票控制飞来峰景区的人流量。
