迟日大建议，国家应出台层级更高、规则更细的彩票专门法律，以应对彩票业不断加大的监管难度和市场风险，促进彩票业的健康发展。
对此，他提出三点建议：“一是要探索优化彩票业管理体制。应当探索设立专门的彩票监管机构，对彩票业实行垂直化管理，并将彩票的管理、监督职能与发行、销售职能全面分离，建立国家统一监管下的彩票特许经营体制。二是着力提升彩票业公信力与透明度。坚守公开、公平、公正的原则，进一步完善彩票公益金使用的公示制度，建立严格的从业回避制度。三是在全社会形成‘负责任购彩’氛围。比如，对于单次大额购彩、累计超过合理限额购彩等行为，要求购彩人实名制购彩并承诺购彩资金来源合法正当；对于中彩者仅由彩票发行机构进行客观中立的中彩结果公示，禁止代销机构以‘喜讯’‘喜报’‘中奖案例’等形式进行中彩宣传等”。
