昨晚十点二十五分,韩国总统尹锡悦突然越过国会,通过直播的方式宣布将在韩国境内实施戒严令。

尹锡悦的突然行动,着实令世界一惊。要知道,在韩国上次宣布戒严还是1980年,也就是说这是韩国40多年来首次宣布戒严。戒严令实施后,韩国所有军事单位均被命令加强紧急警戒和提升战备状态。

对于此次实施戒严,尹锡悦给出的理由是:反对派已经成为“反国家势力”,此举是为了保护国家免受“朝鲜的威胁”。同时国会更是一个“怪物”,意图推翻自由民主。

这场行动刚开始后,外界还有不少猜测,认为这场戏码是尹锡悦已经策划好的。然而事实证明,此次行动只是尹锡悦的一场豪赌,并且结局已经证明,尹锡悦这次,赌输了。

据外媒报道,戒严开始后不久,韩国军队就抵达国会大厦,安全部队开始限制议员进入,随后双方因出入问题开始争吵,数百名市民也聚集在国会前,试图强行闯入国会议事堂。

最终,警方和安保人员阻挠失败。不到一个小时,国会就被民众冲破封锁,而首尔警备部队和特种部队也很快被从各处赶来的议员吞没,戒严令形同虚设。三小时内,有着300个席位的国会中的190名议员,就召开紧急会议,投票解除了戒严令。而根据韩国宪法,当大多数议员投票推翻戒严令时,总统必须遵守。

最后,尹锡悦不得不做出让步,称取消戒严令并撤回戒严部队。

对于尹锡悦而言,最让其意想不到的事情是,自己策划的这一戒严行动,根本没有得到美方的支持。

在戒严令事件发生后,美方可以说是“无动于衷”,截至目前总统拜登都尚未进行直接回应。这一反应让美国政府内部人士都感到非常惊讶。

戒严令结束后,美国副国务卿坎贝尔出面,称美方正在“严重关切”韩国局势的发展,但同时其也强调,希望该国的任何政治争端,都能根据法律得到和平的解决。

我们也都清楚,尹锡悦在外交政策上一向都是亲近美日的。

竞选期间,他就曾提出扩大部署的导弹防御系统,还主张让日本自卫队进驻韩国,建立一个东亚小北约,其激进言论一度引发争议,甚至冠上了“韩国特朗普”的称号。

当选之后,他第一时间就致电美方,声称要和美国建立全面战略关系,随即便获得访美邀请,进一步激化亚太的紧张局势。

截至目前,驻韩美军数量已经达到了2.8万名,但是在尹锡悦政府面临六个小时的危机里,这2.8万美军没有收到任何指令,也没有做出任何的配合动作。

此外,美方分析人士还表示,这场由尹锡悦引发的政治动荡活动,很有可能会再度激化朝鲜半岛的紧张局势。

由此可以看出,尹锡悦仰仗已久的靠山,在关键时刻并未出面帮他一把,若之后尹锡悦遭到弹劾,恐怕只能落个被美方抛弃的下场。

那么尹锡悦为何要冒这么大的险,突然下令实施戒严令呢?

这实际上与韩国政坛近期的争执有关。从2022年5月上台以来,尹锡悦就和在野党进行了激烈的政治斗争,支持率也因此持续走低,而国会更是被李在明为首的在野党牢牢控制着。

尹锡悦上台到现在两年半的时间里,其政府官员已经被弹劾22次,“第一夫人”的受贿案更是被在野党揪住不放。对此尹锡悦必定非常不满。

更让其无法容忍的是,当下在野党已经或许已经策划对尹锡悦本人的弹劾了,所以已经失去解散国会权力的韩国总统,只能剑走偏锋,通过戒严令进行自保。

但事实证明,尹锡悦高估了韩国社会对他,以及对戒严令的容忍程度。经过一番豪赌之后,现阶段的尹锡悦,已经陷入了众叛亲离的境地。

戒严令发起后,韩国朝野就迅速行动了起来,在野党党首李在明即刻发出“保卫国会”的号召,在民众的支持下突破封锁,翻墙进入国会;前总统文在寅也罕见发声,呼吁民众“守护和拯救民主”。

甚至尹锡悦所在执政党的党首韩东勋,也公开反对尹锡悦的行为。作为尹锡悦“左膀右臂”的总统办公室室长、首席秘书官,更是集体辞职。

当下有消息称,执政党已经召开紧急会议,领导层已经向尹锡悦提出要求,让其退出该党派,并且内阁集体辞职。而在野党则要求尹锡悦立刻下台,否则将对其进行弹劾,进入这一程序后,尹锡悦很有可能丢掉总统宝座。
