新京报讯（记者姜慧梓）记者从3月19日举行的国新办新闻发布会上获悉，北京将在去年新增6000个托位的基础上，今年再新增1万个托位，支持2-3岁的“小小孩”入园。
北京市委常委、教育工委书记、市政府党组成员于英杰表示，多年来，北京市一直坚持对出生人口的变化情况和学龄人口变化的情况进行监测和分析。随着出生人口减少，学前学位现在逐步富余，特别是民办幼儿园出现更多空余学位。
对这种新情况，北京做了全面摸底。下一步，将积极推动托育工作，开展托育工作作为儿童成长链条和教育培养链条的向前延伸，进行一体化设计。
具体而言，将支持有意愿且符合条件的幼儿园参加托育试点，在充分满足3-6岁幼儿入园需求的基础上，向下延伸开办2-3岁托班，利用学前学位的转化来提供丰富的托位供给。今年将新增1万个托位，推动解决好“小小孩”的问题。
针对民办幼儿园，将通过招生计划管理，引导民办幼儿园按照“双普”督评要求，确定合理的招生规模，同时支持符合条件的民办幼儿园，特别是普惠民办幼儿园，向下延伸办托班，支持民办幼儿园转型发展。
此外，北京将根据适龄入园人口变化趋势，进一步优化结构，保障普惠性学前教育资源，依托学前教研基地，带动区域学前教育保教质量整体提升。完善质量评估体系，探索科学评价方式。
